| Juveniles in confinement often have complaints about their treatment. They have their own sense of fairness which develops over time by observing how adults resolve issues and the treatment they receive in resolving their own. Attendees will learn how to balance safety with the juvenile’s request for more freedom. A discussion of laws and policies that affect a juveniles rights, the key elements of grievance procedures and staff responsibilities is assuring a balance between safety, security, and their 1st Amendment rights. |

Born and raised in Cape May County, New Jersey, Steven Jett has been the administrator of the 90 bed Southwest Idaho Juvenile Detention Center since March 1, 1993. He has served on the Executive Board of the ID Assoc. of County Juvenile Justice Administrators continually since 1992. In 1996, he served on the committee which rewrote the Standards for Juvenile Detention Centers. He later organized and conducted compliance monitoring inspections of all of the JDC’s in the State.Recognizing a need for uniform training, he organized the first statewide training involving use of force techniques and the certification of 22 instructors in the NJDA Corrections Curriculum in 1998. He worked with the Juvenile Training Council to organize the State’s Basic JD Officer Academy. He teaches “History of Juvenile Justice,” “ID Juvenile Detention Standards” and “Ethics for Juvenile Detention Officers” at the academies. Steve was elected President-Elect of the National Juvenile Detention Assoc. in 2006, is a member of the ACA, the Juvenile Justice Trainer’s Assoc., and the National Juvenile Court Services Assoc. |
